EFSI: LA COMMISSIONE UE PROPONE DI PROLUNGARNE LA DURATA FINO AL 2020

La Commissione europea ha adottato una proposta regolamentare finalizzata a prolungare, sino al 2020, durata ed operatività del Fondo europeo per gli investimenti strategici (EFSI – European Fund for Strategic Investments (1).
Si propone la realizzazione di un target level di investimenti di almeno 500 miliardi (rispetto agli attuali 315 miliardi), sostenuto da garanzie (della Commissione stessa e della European Investment Bank) per 33,5 miliardi (contro gli attuali 21 miliardi).
La Commissione europea ha inoltre avanzato diverse altre proposte, tra cui:
- concentrare il focus di EFSI sugli investimenti sostenibili collegati agli impegni in agenda della Commissione in materia di mutamento climatico, conseguenti al COP21 Agreement delle Nazioni Unite;
- semplificare la combinazione dei finanziamenti EFSI con quelli relativi ad altri programmi similari presenti in ambito europeo;
- incrementare i finanziamenti destinati alle PMI.
La proposta regolamentare riguardante l’EFSI dovrà ricevere l’approvazione del Parlamento europeo e del Consiglio, secondo il consueto iter regolamentare.
Da ultimo, la Commissione ha pubblicato un report di valutazione sul primo anno di operatività del Fondo(2). Nell’Executive Summary che lo accompagna, la Commissione europea ha evidenziato che i progetti approvati per il finanziamento attraverso EFSI potrebbero generare investimenti per 116 miliardi di euro(3).
